Creating a DirectX SwapChain is a basic DirectX command. It is hard to say why it fails.
I see that you are running Windows 7 SP1. This system is supported by the DXEngine. But still, I would advise you to update the Windows and the driver. I would also suggest to check if you have the Windows 7 Platform Update (KB2670838) installed - it can be downloaded from https://www.microsoft.com/en-us/download...x?id=36805
